The measurement framework will quickly and continually reveal opportunities for learning and improvement. There are four primary steps to creating a measurement framework. See Chapter 3 of the Leading through Learning Toolkit for more detailed directions on use.
- Determine what to measure: Select the elements of your strategy that you want to measure to monitor the initiative’s progress.
- Identify your measures: For each selected element, identify process, outcome, and balancing measures to monitor how effectively your strategy is being implemented and how it is performing against expectations.
- Select measurement tools: Identify tools to collect, organize, and analyze data to monitor prioritized elements of your strategy.
- Set performance expectations: Predict results you expect to observe if the initiative is working as theorized. Focus predictions on the quality and level of the initiative’s implementation and effect.
